'Declaratory Actions before Administrative Courts and Parliamentary Acts. An Analysis with Special Regard to the Institutional Relationship Between the Federal Constitutional Court and Administrative Courts': The thesis focuses on the distinction between administrative and constitutional legal actions regarding parliamentary acts. Starting from a basic institutional perspective, the thesis outlines and assesses the key developments in case law in a systematic approach. In this context, the implications for the institutional relationship between the two jurisdictions as well as practical legal issues are discussed.

Tobias Klatt studierte Rechtswissenschaften an der Universität Osnabrück mit einer wirtschaftswissenschaftlichen Zusatzausbildung und dem Schwerpunkt 'Deutsches und Europäisches Unternehmens- und Kapitalmarktrecht'. Den juristischen Vorbereitungsdienst absolvierte er am Oberlandesgericht Oldenburg. Anschließend nahm er ein Promotionsstudium unter Betreuung von Herrn Prof. Dr. Hinnerk Wißmann an der Westfälischen Wilhelms-Universität Münster auf. Promotionsbegleitend war er bei einer internationalen Rechtsanwaltskanzlei in Düsseldorf beschäftigt, bei der er seit Abschluss der Promotion als Rechtsanwalt im Öffentlichen Wirtschaftsrecht tätig ist.
