Naturally, at this time, the country using these weapons should also be responsive to neighboring countries. For example, if India uses atomic bombs against Pakistan, it should respond to a large part of the Middle East, depending on the location of the atomic explosion. So it was perhaps noticeable that in the Second World War, Japan was selected to test US nuclear weapons.
