The German Federal Minister of Economics may override merger decisions of the national antitrust authority for reasons of the common good. Germany and France plan to introduce a similar European ministerial approval. The study examines the possibility of public opinion defining the common good and identifies fundamental problems of political exceptions to merger control. The study has been awarded an Esche Schümann Commichau Prize 2019.
