Josef H. Mayer ist Fachanwalt für Verwaltungsrecht in Potsdam. Er studierte Rechtswissenschaft in Köln und an der Freien Universität Berlin. Zwischen den beiden juristischen Staatsexamina schloss er ein Zei-tungsvolontariat beim Berliner Tagesspiegel ab. Danach war er als wissenschaftlicher Assistent im Berli-ner Abgeordnetenhaus tätig, sodann in der Senatsverwaltung für Stadtentwicklung und Umweltschutz, zuletzt als Leiter der atomrechtlichen Genehmigungsbehörde. In den Jahren 1990 bis 1996 war er haupt-amtlicher Bürgermeister der Stadt Fulda (Hessen). Seither ist er als Rechtsanwalt tätig.
